Barker is an NPC in the Outriders. NPCs are characters that can be interacted with or are shown in the game. NPCs are characters that add contrast to the game's lore where they provide information, some are categorized as quest givers, while others are categorized as Merchants whom you can trade with or request for certain services.

Barker Information
Leader of the gang known as the Hounds, Barker terrorizes the merchants of Rift Town with the help of his thugs. His latest attempt to seize more control over the marketplace saw many merchants killed or abducted, with the aim of establishing his own underground cartel.
Since Barker's rise to power in the gang, the Hounds became an ever greater thorn in Shira Gutmann's side. Barker recognizes he can never best the ECA, and has no intention to. he is happy for the ECA to hold the Insurgents at bay, while he takes advantage of the internal turmoil and builds his "kingdom within a kingdom". He hides among the general population, making his "kennel" deep inside the bottom level of the slums. He's typically been careful not to overextend his reach and provoke the Grand Marshal too much, although that seems to be changing.
