Mr. Chang is an NPC in the Outriders. NPCs are characters that can be interacted with or are shown in the game. NPCs are characters that add contrast to the game's lore where they provide information, some are categorized as quest givers, while others are categorized as Merchants whom you can trade with or request for certain services.

Mr. Chang Information
A typical junk seller in Rift Town, but atypically pleasant and friendly. Mr. Chanc was protective of a business he struggles to maintain in war Mr. Chang was murdered in cold blood, at the hand of a thug working for the Hounds.
The ECA supplies most of the standard equipment to their soldiers, but merchants can provide that extra bit of firepower or protection with custom and higher quality weaponry and armor, at least for those who can afford it. While anyone is free to trade their gear, the ECA tightly controls who is allowed to set up shop within its territory, in their paranoia to prevent another insurgency. Other than that, it's wild west rules. Weapons on Enoch are as common as bread used to be on Earth. Now, a piece of bread costs a fortune.
The merchants have been known to take advantage of the lack of competition, by coming together to form cartels and fix prices. This collusion is why, for some, the Hounds' attempts to take over the merchant's business aren't entirely unjustified.
